The degree of a burn is not measured by any temperature, it is measured by the damage that was received.


Temperature impacts this point by decreasing the amount of time required to reach a second degree burn. As you can see, you can technically get a 2nd degree burn by sitting in 113 degree F water for two hours and could end up with a 3rd degree burn if you managed to stay in the water for 3 hrs (you probably had a heat stroke by the 2hr mark). 130-ish degrees F will give you a 2nd degree burn in around 17 seconds.
