A piccolo is just a half-sized Flute: that is, a flute that is twice as small as a regular flute. This causes the pitches of the piccolo to be an octave higher when playing the same notes/fingerings as a normal flute.

Other than this, there are some additional technical differences. Flutes are mostly made of sterling or pure silver, while many piccolo players in symphony orchestras prefer wood for its mellow, darker sound. Piccolos also do not have a foot joint, leaving it with only one right pinky button, and tend to have head joints that lock into the body of the piccolo rather than slide into it as a flute head joint would. Some piccolos also do not have lip plates.

Because extremely small instruments generally cost more than regular sized ones. For example an Alto sax can be around $200 new for a regular one where as a Sopranissimo/Soprillo Sax, be it rare, would be in the neighborhood of $3000 to $5000
