Without looking up the specific Ohio Revised/Administrative Codes, a municipality is considered a city that has not been incorporated and must follow the States Revised/Administrative Codes.

A municipal corporation has filed Articles of Incorporation with the Secretary of State, that which provides the municipality with additional financial benefits from the state and feds.

In addition, municipal corporations usually create a charter (index of passed legislation/local municipal codes) that allows the municipality to enforce their own laws/codes verses following the States Revised/Administrative Codes.

A chartered municipality is commonly referred to as a municipality with 'Home Rule' authority.
