YES .. they are Gorilla glue ,Fast-Cure muit purpose glue, Sticky Ass glue and Dure Loctite glue they are all waterproof glues...Depending on what you want to glue there are urethanes, recorcinols, epoxies, etc.ANS 2 -There are many good waterproof adhesives. 100% silicone is the commonest and has been around for years made by LePage, Mono and others. Aqua Seal, Seal All and Gloozit are also excellent waterproof glues.
Epoxy glue is very strong, and it is waterproof, but it is not flexible enough for the sole of a shoe. Shoe soles bend constantly as you walk, and if a glue is not flexible enough it is going to crack. Look for a brand of glue called Goop (there is even a variety specifically called Shoe Goop, but in my experience, there is very little difference between one variety of Goop and another). And remember that Goop takes a full 24 hours to become completely solidified.
There are some waterproof robots, but normally they will sizzle then sink. You can a waterproof one in the Natural History museum in london.
The Velcro material itself is not waterproof, however it is available with adhesive which is waterproof, so it can be used on materials that are constantly or often wet or underwater. A velcro 'seal' or interface is also not waterproof.

Many waterproof glues stick to metal Silicone is a good choice for this.
I recommend a product called Goop.
Many brands of waterproof glue will work for a picnic table. Gorilla glue seems to be trusted for all types of crafts and works on just about anything including wood.
Some is, some is not. Check your label carefully!
Paint it with waterproof paint or just glue the entire section using waterproof glue with a plastic piece ,or you could use silicon caulk covering the entire exposed bit
pva glue is not waterproof, however, some recommend mixing with nail hardener to make a homemade nail glue
