Defleaing should begin prior to pups ever being born. Breeding female dogs should be maintained on a topical or oral flea treatment so that the environment will be flea free when puppies are born. In situations where very small puppies do have fleas, you need to consult your veterinarian to get recommendations for the safest possible way to deflea the pups with products available in your area.
