My maximum would be three days, as long as the fishes eyes are still clear. It really depends on the actual temperature of the cooler of which they are kept. The bacteria in the stomach and the blood in the arteries are what ruins the fish. If the fish is covered above and below with ice and the temperature of the fish doesnt reach 40-45 degrees , maybe up to 5 or 6 days. If you can, at least gut the fish and remove the internal organs and the stomach contents to insure less bacterial growth. Add some salt to the fish to insure better sanitary storage, about 1 tablespoon of salt per pound of fish.
Well for it to be in on ice the moisture from the ice may throw the taste a bit pending if you let them rest off the ice for e a few elevated from the plate using a rack or something. Keeping them on ice as a dispaly you will need to remember to keep them covered and turn them every 15 to 20 min because you don't want the one side to go over the 40 degrees F or lower. So definitely have a thermometer there with them to make sure they aren't going over the 40 degrees. and as long as you remember to flip them and keep them below that they can last as long as you like them to up to 3 days after three days they should be cooked or frozen if not frozen before. As it says in the FDA recommendations

As a rule of thumb and in my opinion, fish should not be refrigerated for more than one day. After that, they can still be eaten safely as long as the refrigerator is in good working condition but, it will be extremely dry in the mouth and may even taste fishier if it was not cooked correctly.
