If you had microdiscectomy surgery, it can take as long as 3-4 months for the spine to fully scar over. However, normal activities may be resumed 2-3 weeks after surgery. Just be careful not to push your body too far.
I don't believe it ever heals, so to speak; the vertebrae is out of alignment. I went to chiropractors and a Sports MD who did nothing fix it. Then, I went to an endoskeleton DO in Alexandria, VA (Dr. Trajos) who knew exactly how to put it back where it belonged. Problem is, if I over-exert, it slips back out, so periodic adjustments have been necessary to put it back.
If you're lucky enough to find a good endoskeleton guy who knows how to align your bulging vertebra, you should combine that with exercise to strenghten the muscles, which hold the vertebrae in place.
Basically all this is true, but you could make a lasting recovery for the muscle imbalances that cause this thing in the first place. I've added a link to a video about muscle imbalances and what to do about them, but most people are too lazy to get to the root cause of their problem and just work a little bit to cure it.
Unfortunately, there is not a specific time for recovery as no two people can recover in the same way at the same rate. An average time frame would be between one month and six months. Within one month around 50% of people have recovered, and within six months 96% have recovered.

Two years ago, I went through the same thing. I ended up have a back specialist go in and scrap off the part that was herniated. The surgery was two hours and I walked out of the hospital four hours later. The recovery time was three months. After that, I watch how I lift and turn, and have had no problems.

The recovery time for plastic surgery procedures vary from procedure to procedure. The more invasive/extensive the procedure the longer the recovery time. Rhinoplasty recovery, for example, can take 2-4 weeks.
According to WebMD, most people suffering from herniated discs don't need surgery. Their symtoms will lessen over time with treatment. Try for a second opinion. Surgery may turn out to be your only permanent solution.
