It would first of all depend on the size. I grow my own cayennes and even if i replicated the biggest one 19-23 times, it would MAYBE be at half a pound +.
Personally, I doubt 19-23 peppers would equal one pound unless they were REALLY big peppers that were picked fresh when weighed and quite possibly wet. (These would have to be ridiculously huge, almost novelty size cayenne peppers.)
I have 21 peppers at the moment that weight approx 4 oz. (1/4 lb.) though some are on the smaller side while others are much bigger.
With that said, unless someone has hysterically large peppers, I'd except one would need at LEAST 40-50 individual peppers, if not more (like 60-70). Then again, I'm sure the cayenne peppers purchased in the store are MUCH bigger than the ones I grow (but if you're buying them at a store, why not just use their produce scale to weigh out a pound and avoid all this confusion?)
