There's not a statistic in existence that is accurate on this.. It's not mandatory for shelters to record the amount of dogs put down period, let alone the dogs put down who hurt someone. What you're asking is practically impossible.
But if you're scared of dogs because you fear they'll hurt you, do some research on how to interact with dogs (properly) and how to read canine body language. You'll feel much safer.
They may think dogs are mean because they might have been hurt by dogs. (In Africa dogs used to kill people.) It also may be because people are scared of dogs. They might frighten them. Or like it says above someone may have been hurt by one and doesn't trust anymore dogs and classifys them as mean.

you could keep people and their dogs away from mean dogs.keep then away from dangerous dogs. dont let them get mean and hurting people.

Most certainlly not! All dogs bite someone, usually at a young age. If that were to happen then the dogs would soon go extinct.
