There are no grains of flour in a wheat seed. Wheat must be milled (ground) to produce flour.
It might not be dust, inexpensive wheat bags don't use a suitable lining and leave a stalk on top of the grains they use. This stalk then protrudes through the fabric much like the end of a feather in a duck feather pillow. My advice would be to buy a more expensive wheat bag from a reputable supplier.
