Depends on the flashlight, some have many bulbs which would probably shine brighter, or just one big bulb which depending on the bulb, might shine less bright.

Connecting light bulb is equivalent to connecting a resistance. If you have connected light bulb, there will be some voltage drop across it and your TV may not get sufficient voltage. However if resistance is not big enough, than it wont have any effect.
The watts because if you put a bulb that is in to much higher wattage than the one that you are chagning then it can cause too many problems and you can have a big piwer outage in you home
