This is true, but there is a serious present challenge to the number of representatives in the House of Representatives. The argument is that some states have one representative representing 200,000 or so, while other states have one representative representing over 2,000,000, and that this is contrary to the legal principle of Baker v. Carr announced by the Supreme Court back in the 1960's. The Supreme Court just may make a ruling this term on this issue and that could possibly affect the number of representatives or at least the way they are distributed. It does present an interesting legal challenge.
