Different states or even counties, have different qualifications.
Most police academies are from 1 to 3 years. Some will require college level courses prior to entry, others will include them in the training (thus take longer)
On average you will need the equivalent of an associates degree in criminology plus the physical, driving and shooting taught by the police academy.
To advance beyond patrol levels will typically have additional requirements, but it is not unusual for a police officer to start their career with only the minimal requirements and than continue part time schooling to advance into higher level positions.
Some police officers never stop going to school and there have been notable officers who began on patrol with only 1 to 2 years of training, continued their education to become detectives and by the time they were ready to retire from active duty had completed their courses to become attorneys.

In New Jersey you have first get hired by the police force then they will send you to the police academy. The police academy will take 25 weeks but the time you have to wait to get hired may be a while.
Many states of Germany hace changed their apployment policy. A few years ago you had to be a German citizen to become a police officer. Now it is possible to become a police officer without being a German citizen in some States (like Hamburg).

It's possible, but unlikely. In any event, you would have to demonstrate many intervening years of lawful conduct before you would be eligible to be a police officer.
