In top-tier orchestras you usually 4 oboists, though typically one of them is officially the English Horn player.
A typical band or orchestra has two to three oboes.
It's usually the number of oboes required by a composer in any given piece. A Haydn symphony may require two oboes (or in some of his symphonies: NONE) while a tone-poem by Richard Strauss may require triple WW or more.
Since the Oboe has such a unique sound, there are typically two oboists in a band, one for first part and one for second part. Occasionally there will be third player, also playing second part and playing the English Horn when there is a part for that instrument.
That depends on the piece, but usually there are 3 or 4 oboists at hand (in case one can't make it etc.) and one English Horn player.
Most pieces have 2 oboe parts. Some pieces by Mahler or Wagner could need 4 oboists and the English Horn player.

There are generally two (maybe three) oboes in the orchestra. One of them (generally the last) will double on any other oboe family instrument that is needed (IE: English horn, Oboe D'Amore, etc)
It all depends on the size of the orchestra. Most professional symphonies use 2 or 3

Oboes is the plural form of oboe.
Because oboes rock so much that the people didn't want their awesomeness to interfere with the rest of the stinky band. JK! :P The reeds crack easily, and some people think that people can get "hurt" with the reed if the oboe is ever out of their mouth. Another problem is that oboes expands enormously with humidity making the pitch hard to find and making the oboe crack in certain cases. I guess the main reason is that there's no music clip for an oboe so he wouldn't be able to carry his music! :P
No, oboes were not common instruments in New Orleans jazz bands.

For the most part, yes. Orchestras and Symphonies have oboes the majority of the time. If you are looking at a concert band, probably not, unless it is in a high school or middle school.

The oboe is made of ebony. Most oboes are wooden, but some are black plastic. Wooden oboes cost up to double the amount of plastic ones.
