How many people must be killed to make it a massacre?

Genocide, according to Wiki, is defined as, "the deliberate and systematic destruction, in whole or in part, of an ethnic, racial, religious, or national group".

However, how many people it takes to be considered is apparently up for debate.

To be considered a massacre, at least 3 people have to be killed at the same time. If the people are not killed at the same time, it is considered serial killing.

It does not go on numbers, it means when a group of people are killed. For example: Political group, religious group or a certain race of people.
