Which is no different than any large bill passed by Congress. Congress members work on specific sections, and rely on other members (and their leadership) to explain the other provisions they didn't work on. The hitch here is that it appears that the leadership was never able to provide a full summary of the PPACA to members, so members voted on it based on a bit more faith and trust than normal. But it's hardly uncommon for this to happen.
