It can cost hundreds or thousands of dollars, depending on what you want. My best advice is to use Craigslist to find a used tank online. If you can find an already established tank that would be best because then you have all the equipment and the fish, and even if you don't like the fish, you could probably get some different fish by trading them in at a pet store (you'll probably have better luck and advice from a locally owned one rather than a petco or something.) there will be a couple extra cost involved, like a good number of 5 gallon buckets to help transport the contents, fish, and at least 50% of the water, and it will take a couple of hours to take down the tank and prepare everything to transport, but the owner could help you with that. I've found a 55 gallon full set up with fish for $150, about the cost of a NEW 55 gallon tank alone, w/o a stand or anything.

Depends on the size, but lets say a 30-75 gallon saltwater tank with just FISH, ie fish only, would cost you probably around 1000-2000 US dollars. A reef tank with live corals you're looking at more like 1500-$3000.

Aquarium starter kits can cost as little as $30 US, however as for how much aquariums can cost, the sky is the limit. I would say an average 20 gallon aquarium probably costs around $200 by the time you have fish in it.

If you only want the tank, it is $10-$20. However, if you want a set that comes with a tank, filter, heater, and roof/light, which are essential things, it is $60-$90. A good brand that is not expensive is TopFin, Petsmart's customary fish brand. Remember though, you can only purchase this at Petsmart, not Petco or other pet stores. I recommend buying fish at Petsmart too, because they are cheaper and the fish tanks are cleaner.

It depends on how big the tank is. The measurment on a gravity meter needs to be about 22-23, and the PH needs to be about 8.
