Untrue the series spent more than 89 million just on promotional events for Black Ops II. Individual Games in the Call of Duty Series have multiple companies taking profits including Activision. They started the development process on Modern Warfare 3 before MW2 was even completed or much past the stage of MW2 being started. No accounting can exist that does more than estimate the cost of making MW3, but just like motion picture releases the cost to make something like a video game is less than half the cost to bring the product to market.
