it is how tall they are. Front seat belts are not designed for children under 4 foot 8 inches or 1,422 millimeters tall without a booster seat. In most places there is an age limit as well (usually 12 years old) on when children can safely use the front seat of a car.

Added: (in the US) Caution in applying the above answer! This is not the law in ALL states. Some calculate this by the height of the child, and/or the age of the child as well. Check your own state's regulation.
At least 75 pounds.
Children 12 years old and older can sit in the front seat.
However, every state has different laws. Please call your local police NON-EMERGENCY number as the laws are constantly being changed.
Each state has its own rules and restrictions. Some states specify 60 pounds or 75 pounds. (I know at least one sixth grader who does not yet qualify, at 57 pounds). Some states don't restrict the seat location but specify use of a booster seat until a certain weight or age.

California - at six years or 60 pounds, child may use the front seat without a booster seat.

Texas - at 8 years or 4' 9", child may use the front seat without a booster seat.

Illinois - at 8 years may use the front seat without a booster seat.
Children should not sit in the front seat.

Added: This information can change from state-to-state and is dependent on the height/weight/age of the child as ser forth in your state's motor vehicle regulations. Check with your own state's DMV agency.
you have to weigh 80 pounds or up
Usually the warning signs say "at least 12 years old" which is really an ambiguous statement. People in general should be over 100 lbs. Remember that these bags inflate at around 200mph.
you have to be 85lbs but the kids should be at least 9 years of age.
