How much dried black pepper can be used as a substitute for one fresh green bell pepper?
Black peppercorns and green bell peppers are entirely different things. They can not be substitited for each other.
Dried black pepper and fresh green bell peppers are way different from each other. You can't substitute one for the other and still make the recipe work.

Yes red bell peppers come from green bell peppers, as do most bell peppers. They develop their color variances and flavor as they ripen. If you are growing bell peppers make sure you choose a variety you want, don't assume your green bell pepper will ripen into a lovely red as you may be disappoin…ted and end up with a yellow or chocolate colored fruit. I'm not sure what these are called but here's info that i found out: I went out into my garden this morning and the tops of my bell peppers (including the peppers had been eaten clean off only leaving the stems. However, I caught my little culprit in action. I believe its some type of worm, as it r…esembles a caterpillar. They are green with white lines all over it and little black/brown spots that look like eyes along its body. It also has little suckers on each end and on the bottom to inch along the plants (at least that's what mine looked like). Luckily, i found him before he started on my last bell pepper. The reason you probably didn't see him was because they blend in great. Unless you're looking really closely, you probably won't find him. Besides that, you might be able to creep up on them. I'm not sure how to kill/ keep them away, so i just picked him off the plant and am going to squish him later this afternoon. (MORE)
