Both conditions can increase efficiency. some other conditions might be whether the mechanism was designed by cavemen, or hypothetical CAD software that balances a thousand variables in a split second to maximize efficiency of the materials employed. if near 100% efficency is achieved, it would still be a useless machine because it could only run itself.
