Cartoon Network does not typically advertise their station. They do receive money for selling advertising space on their station, both for commercials and for other television stations. However advertising programs on their own station will effectively cost them money, both to produce and air, as they loose money influx for the used avertisment space.
The first space tourist to go the ISS paid 20$million US, it is now reckoned to cost 50$million, possibly via Space Adventures a private company, to go to the ISS.
NO getting the equipment into space would cost much more than just launching them from earth. First you have to get it up to the space station then you have launch it.....what kinda question is this?

well..the first person from America to visit the international space station it costed £20 million dollars..hopefully in the future it will much less than £20m
It depends on what you are testing - a battery tester doesn't cost that much, however the test suite to make sure the International Space Station is working is beyond the GDP of some countries.
