I mailed 5 x 5 inch Christmas cards . most were returned to me , rubberbanded together , saying insufficient postage. I went to my postal annex and they said because they were square they required an extra 15 cent stamp. i asked why only some were returned and they said sometimes the postmaster will let them thru or possibly charge the recipient. Considering the size of regular cards is much larger I feel this is not fair.
To qualify for the First Class postage price for letters, a piece must be:
Example 1:A slightly flexible greeting card that measures 6-1/8" long x 6-1/8" high x 1/4" thick and weighs 1.5 ounces. Although it falls within letter-size standards, it does not meet the aspect ratio criterion (it is square and therefore has an aspect ratio of less than 1:3). The mail-piece is classified as a non machinable letter and the customer pays the 2-oz. letter price ($0.59) plus the $0.20 non machinable surcharge, for a total of $0.79.
Example 2:A uniformly thick, slightly flexible musical greeting card that measures 6-1/4" long x 6-1/4" high x 1/4" thick and weighs 2 oz. It exceeds the maximum letter height of 6-1/8", but it meets the rectangular, uniform thickness, and flexibility criteria for a flat letter. The mail-piece is classified as a flat and the customer pays the 2-oz. flat price of $1.00.(see Large Envelopes - Qualifications & Prices for additional information)
