I called MIDAS, for front 2 wheel alignment after changing steering rack. its cost CAD$69plus tax. I would say around $100.
A proper alignment shop can do it, it takes special equipment.
When I took my 96 Caravan to be aligned they said there is no rear adjustment that can be done.
If you have the correct pulley and two clean surfaces, the pullies should match fine and no adjustment is needed for alignment. It is possible you do not have clean surfaces or the pullies are not the correct ones.
A Grand Caravan should have a 6 cylinder.

I had this problem in my 92 Plymouth Voyager. You need to replace the tension pulley. They get old and become out of alignment.
