For every new fuel assembly loaded there is an old one which must be stored carefully, under water at first to allow much of the decay heat to reduce. In the US this is done at the power station site, as there is no long term storage available elsewhere and no program for dismantling discharged fuel. Other sources of low level waste are comparatively easy to deal with.
