There are too many factors here to give a concrete answer. I can say that a person with large, well-developed muscles can generally carry or move more weight than a person lacking that training and development. Additionally, it is conceivable that a little person (such as one afflicted with dwarfism) who is a dedicated bodybuilder may still be able to move less weight than an average person of the same age and gender.

To further complicate the mathematics here, there are differences among muscular people themselves. Many strength athletes may have smaller muscles than Mr. Olympia bodybuilders, but are capable of moving more weight. Some fitness models (the ones showing off their abs in underwear adverts) may appear more fit, but are actually less strong than average. Some incredibly strong people might have their muscles hidden beneath a layer of fat, reducing their appearance of fitness.

Given any two people of relative gender, age, training style, and medical background, the person with the larger muscles will generally be stronger and be able to carry or move more weight.
