Permitted weights vary by state. If the gross weight of the combination exceeds 80,000 lbs. it'll typically require a permit. Some states may permit 60k on those three axles - some may permit more.

Is there any place in the world under any circumstance where you can own and street legally drive a tank?

At least in the US, you should be able to drive one anywhere as long as your vehicle conforms to the road's weight requirements and doesn't tear up the road with its tracks. If you want to transport a tank or other heavy vehicles, you're better off putting it on a lowboy or flatbed trailer.

When unloading a trailer that is not attached to a tractor with a forklift what should you do?

If it's a trailer with sliding tandems, ensure that the tandems are slid all the way to the rear. Then, you place a dolly jack under the front of the trailer and raise if up to the bottom of the trailer. This prevents the trailer from pivoting on the landing gear and tipping forward under the weight of the forklift.

What holds the rear Axel in place on a 1995 GM?

"C" clips hold the axles in place. In order to remove the "C" clips the wheels and brakes need to be removed, then the rear diff cover, then the small lock pin/bolt that holds the spider pin in place, then the spider pin, then push the axles in until the "C" clip has clearance to be removed. Once the "C" clips are removed the axles will slide out.

Why should you not use the trailer hand brake to straighten out the jackknifing trailer?

The brakes on the trailer wheels caused the skid in the first place. Once the trailer wheels grip the road again, the trailer will start to follow the tractor and straighten out.
