The answer to this question is probably only when the landlord believes that it is to his economic interest to do so. Now I can't say this is absolutely true for all 50 states, because there are some city jurisdictions that require landlords to paint the rental interior every 3 or 4 years. However, for most readers of this answer, this is the exception to the rule. As far as carpeting is concerned, landlords are required to repair and if that is not feasible, to replace carpet that is worn out and presents a tripping or other hazard to the current tenant. It is against the law to move in new tenants if the apartment or suite is not up to standards (needs new paint or carpeting, different things needing to be fixed.) Usually the person that will be renting will not pay rent or move in until this is done. If you have damaged the apartment and there is need for fresh paint, etc., then he is not obligated until the next tenant moves in. However, if you have lived in this apartment/suite for a long while and it needs painting and your landlord refuses (it has to be pretty dirty) then you can go to your local City Hall and put in a complaint. Go onto your internet and look up "City by-laws and regulations for rental apartments" and be sure you put your State in there. You should get the most up-to-date info on the rights of tenants. This question cannot be answered on a broad basis. Each state and each city will have their own regulations. There are also different associations which govern apartments on a city by city basis. Whenever you move into an apartment you should fill out a disclosure form highlighting what you may have found wrong with the apartment.

my uncle used to manage an apartment complex and i can tell you that the carpets are not replaced between renters. they are cleaned by professional carpet cleaners, who disinfect the carpet. but not unleast the carpet is wore out is it replaced

Landlord is not required to change carpet at all. You as the tenant must keep the carpet is its best condition possible and also have it cleaned during your stay and before you move out. If in your lease it states anything about this, which is unlikely, then adhere to that. Normally, wear and tear is expected on any carpet but if you have children or pets then you MUST take the initiative to keep the carpet looking the best you can under the circumstances. Now if you have been in the rental I would say between up to 5 years, it wouldn't be a unreasonable requests to ask the landlord to share the cost with you of replacing carpet, maybe looking into even a better flooring, like the new faux wood connecting flooring, its about the same as some carpet and it lasts and wears much longer. Yes they are, when one tenant moves out and before the next tenant moves in.

Also they must paint.

Actually, landlords don't have to do either. Use your judgment. If the carpet is torn, repair it. If it's beyond normal wear and tear, bill the tenant.

Some tenants have no pride of ownership, so they wear shoes inside and tear up the carpet.

As for painting, also use your judgment. If it's washable, wash it. Touch up areas that need paint, but certainly do NOT keep adding layer upon layer of paint. You're just creating problems that way.

Every 7-10 years depending on the quality of the carpet and how clean the tenants are. Vacuming often (once per week) can help extend the life of a carpet by 2 years.
