Contrary to popular belief, there are a variety of jobs available for individuals who are between the ages of 18-21 in Las Vegas. For instance, most restaurants will hire you as a host/hostess or a busser. The only thing you cannot do is serve or sell alcohol - so any job that doesn't require you to do this directly is still attainable. One thing to consider is that even bussing tables requires you to have the proper work cards. You will be required to obtain a health card from the Clark County Health District, as well as an Alcohol Awareness Certification card (or TAM Card) from one of the companies that offer them.
