I am not aware of any age restriction on bankruptcy relief. As a practical matter, I would be surprised if many minors need to file since they normally lack capacity to contract, so they would not normally be allowed to have credit cards or be held responsible for medical bills.
However, in the event that a minor causes an accident or otherwise incurs an enforceable debt, that minor is not barred from filing bankruptcy simply due to their age that I am aware of.
