Technically, there is nothing to stop that phone operator from taking down all your credit card info for her/himself and using it. But it would be very easy to track down who did it if they used your card... simply because they are employed by the business you are actually buying stuff from. A reputable business you are buying stuff from over the phone surely keeps records of who took your call and your credit card number for the purchase, for just such a purpose. Being caught doing that would result in the operator being fired, having charges pressed, etc. My sister was convicted with felony larceny and lost her job for doing just this type of thing - and though she should have known better before, now she knows not to do anything like that again. If there is someone who wants to steal a credit card or your card number, they will find a less traceable way to do it. You are better off not worrying about the phone operator, and instead worrying about keeping the card secure from to "unofficial" people (protect the card and its info from family and friends, don't leave your wallet or mail lying around), unreputable businesses (always check out their privacy policy and security when purchasing over the phone or online), or losing your physical card at the store or having it stolen from your pocket.
