some people say 4 feet 9 inches and some people say 5 feet, so anywhere in the middle of 4 feet 9 inches and 5 feet is a good minimum height

There are no laws regarding sitting in the front seat in the state of Massachusetts, however it is generally recommended be at least 4 feet and 9 inches tall.
