If you mean how do you unlock the security code for your radio, then you have to contact your local Ford dealership in person. You must be able to prove its your car and they will give you the four digit code to unlock your radio for a small fee.
If it says loc you have to remove power for an hour until it flashes a 4 line. to get a code you then have to hold down the 3/4 buttons until it displays...then call your dealer with that code.
I own a Saturn L300 - we even called the Saturn dealer - the best thing to do is to scrap the old radio and have a new one installed. Whether you choose to do that through the Saturn dealer or elsewhere (recomend elsewhere) is up to you.
This requires that you know the numerical code number for the radio. I'm guessing that you don't. If you have any of the documentation that came with the car, you may find it written down somewhere. If not, you may have to check with your local GM dealership for help. Another option, however, is to check Ebay. There are sellers there who will sell you the information on how to unlock your radio. For what it's worth, I used one of those sellers to find instructions on how to reprogram my key fob. It worked and only cost me $10. It's worth a look.

The radio unlock code could not be working for a few different reasons. One reason could be because the radio could be out of date, the other could be because it is broke.
the code could be inthe spare tire compartment on a white sticker that also has the vheical vin number on it.
Daewoo Nubira and other models of that time came with 2 metal hooks ot remove the radio. They are kind of u shaped about 2 inches long. These need to be inserted into the front sides of the radio. They hook in at the top and bottom left and right sides, and unlock the radio so you can pull it out. Jeff Rite

The radio on your 2000 Sunfire is probably reading "loc". If this is the problem, you need to go to a Pontiac dealer and pay them to unlock the radio. This is an anti theft device to insure your radio can not function if it is removed. The cost is from 10 to 20$
