The primary difference is that Hirohito, like all Japanese emperors, was not a dictator. For thousands of years, the Emperor of Japan has held the office of spiritual and secular leader of Japan, but has had no power to do anything, at all. At times in history, the Emperor has been penniless and homeless, but still revered and loved by the Japanese people.

In the World War II years, the person with all the power was General Hideki Tojo, as an example.
