They were first cousins. Both were grandchildren of Queen Victoria of England

Queen Victoria's daughter Victoria, aka Vicky, was Kaiser Wilhelm's mother. Queen Victoria's son Edward VII was King George V's father. Queen Victoria's daughter Alice was the mother of Alexandra, wife of Czar Nicolas II. Nicholas II, himself, was not a descendant of Queen Victoria, however both of them (Nicholas II and Queen Victoria) were several generations descended from King George II of England. Kaiser Wilhelm and Czar Nicholas had a common ancestor in Paul I of Russian.

Additionally, George V of England and Czar Nicholas II of Russia were first cousins through their mothers. George's mother, Alexandra of Denmark, and Nicholas' mother, Dagmar of Denmark, were sisters.

Wilhelm II was Queen Victoria's first and favorite grandchild. His mother, also Victoria, married Prince Frederick William of Prussia. He was first cousin of King George V, another of Victoria's grandsons, and also of the Czarina, Alexandra of Russia.

Through blood they were distant cousins, but through marriage they were first cousins. Wilhelm was the first cousin of Nicholas' wife Alexandra.

More notably, Nicholas's mother's sister was married to Edward VII of Great Britain, who became his uncle. So both Wilhelm II and Nicholas II (and Nicholas's wife) were first cousins of king George V of the United Kingdom.

Wilhelm's father, Frederick III, married Queen Victoria's eldest daughter. George V was the son of Edward VII, Victoria's son and heir. Both men were therefore Queen Victoria's grandchildren, and thus first cousins.

(Through his mother Alexandra, George V was also a first cousin of Nicholas II of Russia.)
