You are done. We all stop growing by 18 at the latest. So what? How big your penis is does not decide who we are or will become. Your penis is big enough to do everything it is supposed to do. Everyone is different and I have personally seen 2 inch up to 12. It simply does not matter. There is nothing to be done about it in any case. We all get what we get. No one said it was fair.
