The most likely cause is due to the number in question being "ported" from one carrier to another (to keep your phone number). The original carrier may not fully transition the line although most functions appear to work.
This recently happened to me when we ported 5 lines from Verizon to AT&T. I have heard of this issue many times so hope this can help. In my case 4 of the 5 lines worked in all aspects, a single line worked for all phone calls, all outgoing text messages and all incoming text messages except from when the incoming text originated from a Verizon customer. Upon calling Verizon (about another issue) they confirmed that the line was not "suspended". Apparently when a number is ported the original carrier suspends the line until the end of the billing cycle. In this case, this single line was not suspended (although the rest were). Within an hour of placing the line in question in a "suspended" state text messages from a Verizon sender to the line (on AT&T) worked as expected.
Verizon support did not believe this would cause any issues however it appears we obviously proved otherwise, that or it was some very very strange timing.
There are many other wireless carriers available, depending on the area. Other carriers include T-Mobile, AT&T, and Sprint. Also, there may be wireless carriers specific to metropolitan area (i.e., MetroPCS).
