No, that just means that he likes to flirt and act like a heart breaker! never fall for guys like this! I was in the situation and I ended up disappointed a couple of times but i learned from experience to never trust guys like that.
Personally, if I were you, I would act like I don't need him in my life or anything and flirt with other guys when he's around but that's just me. You should follow your heart and be careful! A girl's heart is easily broken but it takes 10 guys to mess with a girl's intelligence : )
