Try starting your computer in safe mode & then delete the file. For XP: start, run, type msconfig, OK. The system configuration utility appears. Select the Boot.ini tab and click the checkbox "\safeboot" option, click OK. When prompted restart computer. When finished repeat above procedure except, uncheck the "\safeboot" option and restart your computer.
