If the pulley on power steering pump is squealing and can move a quarter inch is the whole pump bad or just the pully?

The whole pump is bad. The pulley is non-replaceable, and is permanently attached to a shaft that goes into the pump assembly. This rides on a set of bearings internal to the pump, when these bearings fail the fit becomes sloppy & the squealing starts. Get it replaced before it seizes or falls out and you lose your whole serpentine belt.
