If the resistor is bad would that also include the fact that my 1995 does not have the high blow and where is the resistor located I was considering changing the control box as this just started.?

Why does a ground strap include a resistor in the grounding path?

Using ohms law, a person contacting a 120VAC hot wire would only conduct .12 milliamps (average) through their heart - not enough to cause fibrillation - not even considering their own body resistance. Even considering the peak-to-peak voltage (~340V), current flow is still under a milliamp. The current capacity of static voltage sources is so low however, it will easily be drained through the resistor.

If the heater fan works on all speeds, then the blower motor, blower fuse, blower relay, and blower motor resistor pack are all good. If the fan runs but nothing comes out of the vents, you have a 'mode door' issue (which might include a bad control head).
