I don't know if whistle-blower laws would protect you here. If you refuse to do the work for which you are being paid, don't expect to retain your job.
OSHA would only have to do with the safety of the employees in the workplace. The local health department would be interested in a restaurant's roach infestation.
Roaches are not an unavoidable occurrence in the restaurant industry. They should be controlled and can be eliminated.
