Light both coils one one end at the same time and let them burn for 30 minutes. At 30 minutes, light the other end of both coils (so that the coil is burning from both ends [inner and outer tip]).
Rationale: If it takes 1 hour (60 minutes) to burn the entire coil, then it takes 30 minutes to burn 1/2 of the entire coil. After 30 minutes, 1/2 the coil remains to be burned. After both ends are lit, the coils are burning twice as fast and will only require 1/2 the amount of time (1/2 of 30 is 15) to burn the remaining coil as did the already burned section of the coil.
So: 30 min + 15 min = 45 minutes
The problem with the above solution is how do you know when 30 mins has elapsed?
So here is my solution: light one coil at both ends and the other coil at one end. The first coil with burn twice as fast and be consumed in 30 mins. When that happens, light the other end of the second coil also. The second coil's remaining half will burn in 15mins. Problem solved!
