Until you sign a lease, you have no obligation to keep the rent at that rate. A landlord might charge one tenant $1000, and another tenant $1100, if, for instance, one was a couple, and the other was a family of five. The larger family would use more water, create more wear and tear, etc. However, a landlord doesn't need a reason to charge different people different amounts.
If you advertise for $1000, then only offer to rent for more, someone might accuse you of false advertising, but that would be a difficult case for them to make.
