Yes, when buying from a private party( owner of a car) there is a universal lemon law that allows the purchaser to get their money back within 30 days of their purchase. This can be done through the court system, and you would have to have a statement that proves the seller didn't notify you about the issue. If you buy from a dealer, they usually guarantee inspection so anything that goes haywire that makes the car fail inspection will be covered.

If the new car you purchased has continuing mechanical problems even after dealer supposedly fixed it?

Consumers can be protected by "lemon laws". In other words you buy a car that has problems and the dealer doesn't fix it you can get consumer protection from a law against a dealer selling a bad car. If you bought a used car from a dealer they often give a limited warranty on the car unless you bought a extra coverage, but if it is new and you can prove it is a "lemon " you might be able to get help from the DMV consumer division.

What if you buy a car for cash and it gives out the next day or week?

If you bought the car and it came with a warranty, written or verbal, then take it back for repair. If you bought the car, "AS IS", then you bought the car as is, meaning no warranty whatsoever. You bought it, you own it, and you will have to pay to get it repaired. As is means exactly that. AS IS! Some used car dealers in some states are required to give a 30 day warranty on all the used vehicles they sell. Individuals are not required to give any warranty.
