yes,u can still sync to PC,but cant sync to different PC unless u check manual sync ,but u will have no problem getting your old library onto your new iPod

when you plug it into the computer, itunes should come up. if you don't have itunes you should download it. you can put you cds into the computer and it will rip it to your itunes library. then sync your ipod touch.
you usually have the option to not delete all your data (song or whatever) when connecting your ipod to another computer, just make sure you don't sync your ipod with that other library.

If you use iTunes then your Ipod should have backed up all your applications onto your account. Therefore when you are next on your iTunes add your back up data to your ipod.
