i have a 96 neon and yes it is on that model, you have to go on/off on/off on in under 5 seconds, don't try to start it though, it will flash the check engine light- three flashes, a short pause, and five flashes means code35, then a longer pause and then the next number, when it gives you code55 that means its done. it will not show you all known codes for the car though, you can get it done at autozone though free. to get the meanings of the codes i suggest a haynes auto manual for your car (at autozone bout 15 dollars) easy to understand lots of pictures its how i knew to do the test on mine good luck crazymat That does work on a lot of Chrysler/Jeep/Dodge products.

Emissions problem. Have the computer scanned for trouble codes. Under the dash on the drivers side there is a fuse block and there is a empty spot in the block that has ridges around it. put a spare fuse in it and turn the key but dont start the car and watch the check engine light it will flash the codes. Like Blink----BlinkBlink, which is a code 12 which is a no trouble code.
It depends on what you mean by going off and on. If it happens like a flashing light (check engine) It will not be low coolant. It usually mean that you have a random missfire and that it is bad enough of a missfire that it is damaging your catalytic converter. You need to get to an auto parts store that will check your trouble codes.

Depending on the year of the vehucle it may have a governor on it. When the governor kick in it will cause the check engine light to flash. It does not set any codes because there is nothing wrong with the vehicle.
I have 94 Isuzu pickup with 265,000 miles. There is no cp or ecm plugin to check your trucks brain. Your truck has a OBD-1 system. These types have a self check system. To start you must find the codes that will flash on your (check engine) light. Theres a kick panel on drivers side below, remove it. You will see the ecm box. Below it you will see the Data link connector (White wire) and a ground lead (Black wire) are used to access trouble codes. With ignition on and engine off, connect leads together. The Check Engine light will first flash Code 12 three times, then light will flash any other trouble codes stored in ECM memory. If related fault does not reccur within a certain time frame, the trouble code will be erased from the ECM memory. I hope this gets you started.
