Im 14 and have hair around penis and starting to get armpit hair but penis is still small why is this?

You just haven't started yet..
Don't worry man just wait it out. That's what I am going to do for the next few years until im at least 16. Some guys start puberty early and like me i started but im a late sprouter so when im around 16 my penis will grow so nothing to be afraid of
Just be patient. People have their growth spurt at different times.

∙ 12y agoSome people start puberty very early from 11 onwards! puberty comes in 'stages' usually the hair comes first. You will keep having hair in those places for maybe a 3-4 more years before your penis starts to grow. And realy you do not messure it when flacid when errect is your correct 'size' A males penis normally starts growing when he is 15/16 long ways, but this varies as it is different for everone, then when the male is about 17+ it will start to grow out the ways (Wider) Do not be ashamed of anysize penis, because at the end of the day skill counts not the size ;D

Penis size really isn't much of an importance, you do state that you are 5'2" tall so you are on the shorter side and 234 lbs so I assume that you have some fat buildup around your penis (not saying that this is a bad thing) so you may be larger than what you think. Some people tend to be smaller when flaccid but gain their length / girth when erect so don't beat yourself up too much :)
