The 19-year-old is an adult the 14-year-old is a minor, all states reserve the right to charge and prosecute any adult involved in a comprimising relationship as defined by state law.

The adult male could be subject to statutory rape charges (a felony in all states) sexual battery, sexual misconduct with an underaged person, contributing to the delinquency of a minor, subjecting an underaged person to lewd and lascivious behavior, and so forth.

Authorities do not need the cooperation of the minor, the minor's parents or legal guardian to pursue criminal or civil prosecution.

The cited marriage statute does not apply in this case, nor does it apply in the generals sense, as the CSC has ruled the law conflicts with the state's AOC and therefore is unconstitutional.
