In Pokemon platinum a guy wont let you go into pal park and he says that you can maybe migrate Pokemon from other regions how do you get in?

If you mean that there is work going on and he should be gone soon, hes lying. He will only go when you finish your Sinnoh Dex. You will then be greeted by Profeesor Oak I think there, then you may enter.
